On Tuesday, November 19th 2019, the Council of Representatives of the Student Union of the University of Jyväskylä decided on its budget for 2020. In connection with the budget, JYY’s membership fee for the academic year 2020-2021 was decided.

What membership fee and what FSHS fee? What are their shares?
JYY’s membership fee for the academic year 2019-2020 has been 133,50 euros. The reduction of 29 euros in the membership fee for the next academic year is due to the fact that from the beginning of 2021 the Finnish Student Health Service (FSHS) fee will be collected directly by the Social Insurance Institution (Kela).” Until now and until the end of 2020, FSHS’s share is collected by the Student Union which then transfers this share to FSHS. This means that during the academic year 2020-2021, the Student Union will only charge for FSHS payments for the fall semester. JYY’s share of the membership fee remained unchanged from last academic year.
Why is this change happening?
The Parliament of Finland passed the act on healthcare for university students (HE 145/2018 vp) on 1 March 2019. The new law on healthcare for university students will come into force on 1 January 2021. With this change, degree students of universities of applied sciences will also be entitled to use the services of the FSHS.
What will happen when the new healthcare law goes into effect?
According to the law, Kela will organise healthcare services for all university students and collect healthcare fees. In the future, the FSHS healthcare fee will be clearly separated from the Student Union membership fee. The FSHS will continue to provide student healthcare services. All non-degree students will be excluded from services provided by the FSHS. This applies to international exchange students who will not complete their degrees in Finland.
Why pay the Student Union membership fee?
JYY’s membership is voluntary for exchange students. By paying the membership fee, exchange students are eligible for all student discounts and privileges and have the right to live in the student village. They also have the right to use the services of the FSHS until the end of the year 2020.
The JYY membership is voluntary for postgraduate students as well. For them, the fee is smaller as they do not have the right to use the FSHS services. There are differences in other student privileges as well. Living in the student village requires JYY membership from postgraduate students.
